Message	you should always fill the filter before installing. The reason behind this is, when you crank your engine over for the first time after chaning the oil filter and not adding oil to it provides a big air gap when the oil pump starts to pressurize, and when doing so, it will send this air through your crank bearings ,knocking off oil which isnt a good thing for the internals.
